Student Organization Bylaws
SECTION 1
DUTIES OF THE EXECUTIVE BOARD
- 1.1 All Executive Board Officers
- Hold weekly office hours
- Attend all scheduled Executive Board meetings
- Attend all scheduled Full Board meetings
- Report to the Executive Board
- Support the School of Social Work Caucuses activities
- Support Student Org.’s social events
- Support and participate in school-wide and administrative committees as appropriate
- Represent and advocate the interests of students
- Become familiar with Robert's Rules of Order, Student Org. Constitution and By-laws
- 1.2 President / Chairperson
- Call Executive Board meetings
- Chair the Executive Board meetings
- Chair the Full Board meetings
- Prepare the agenda for meetings of the Executive Board and the Full Board
- Monitor the progress of all Standing and Ad hoc committees
- Manage the daily operations of the Student Org. office
- Represent Student Org. to the university administration
- Attend and participate in school administrative committees
- Manages the administrative funds and provides budgetary reports to the Treasure/Finance Chair
- Coordinates efforts with the Graduate and Professional Student Senate (GPSS)
- Represent Student Org. to external organizations, such as the State Legislature;
- Serve as the representative and contact person for the National Association of Social Work (NASW)
- Trains successor in the functions of the Office
- 1.3 Treasurer / Finance Chairperson
- Supervises preparation of annual Student Org. budget
- Distributes funds to School Social Work caucuses and student groups
- Monitors and oversees the use of Student Org. funds
- Summarize the previous months disbursements and receipts at each regular meeting of the Full Board;
- Conduct orientation sessions during the Fall and Spring semesters for eligible School Social Work caucuses and student groups seeking Student Org. recognition.
- Evaluates and approves all budgetary reports from the executive board
- Maintains a listing of all recognized School Social Work caucuses and student groups
- Trains successor in the functions of the Office
- 1.4 Secretary / Communications Chairperson
- Manages and updates the Student Org. web site &; calendar
- Updates and monitors the Student Org. Listserv
- Ensures all students are registered to the Student Org. Listserv
- Takes minutes at all Executive and Full Board Meetings Follows up on pertinent graduate and professional student issues
- Assists President with reports, administrative letters, press releases, etc.
- Updates the Executive Board on national Social Work student issues
- Updates the Student Org. By-laws and Constitution as required
- Assist in maintaining contacts between Executive Board members
- Represents Student Org. on appropriate academic based administrative committees
- Trains successor in the functions of the Office
- 1.5 GPSS Representative / Public Relations Chairperson
- Responsible for serving as the representative and liaison for Student Org. to GPSS
- Acts as liaison between School of Social Work-Director of Professional Development and the Daily Trojan
- Represents the concerns of Student Org. at the GPSS full board meetings
- Completes press releases as appropriate on Student Org. activities
- Coordinates publicity efforts with other Executive Board members on upcoming events
- Updates the Executive Board on university news, events and pertinent information
- Trains successor in the functions of the Office
- 1.6 Orange County Campus Representatives
- Responsible for serving as the representative and liaison for the Orange County campus and its caucuses and organizations
- Call Orange County Campus Committee meetings
- Chair the Orange County Campus Committee meetings
- Prepare the agenda for meetings of the Orange County Campus Committee
- Monitor the progress of all Orange County Campus Committees
- Distributes and disseminates all pertinent Student Org., GPSS and graduate student news/information for Orange County students
- Represents the concerns of the Orange County students to the Executive, Full Boards, Associate Dean of Orange County Campus
- Participates in all appropriate committees on the Orange County Campus
- Coordinates election and recruitment efforts with the Elections and Recruitment Chair for Orange County students
- Coordinates communications efforts with the Communications and Publicity Chairs
- Trains their successors in the functions of the Office
- 1.7 Community Service Chairperson
- Plan and coordinate ongoing School Social Work community service events
- Create new community service opportunities utilizing the diverse expertise of the School Social Work
- Call Trojans in the Community-Committee meetings
- Chair the Trojans in the Community-Committee meetings
- Prepare the agenda for meetings of the Trojans in the Community-Committee
- Serve as liaison to the USC-Volunteer Center
- Serve as liaison to USC Civic and Community Relations (CCR) Office
- Keep track of student community service events on University Park and Orange County campus and generate an annual report of these activities
- Facilitate communications between caucuses and student org. to plan jointly community service events
- Coordinate with the executive board to advertise special events
- Coordinate efforts with the Orange County representatives to support community service outreach programs through the Orange County campus
- Coordinate efforts with the GPSS representative to promote inter-university (joint) programming
- Trains successor in the functions of the Office
- 1.8 Elections / Recruitment Chairperson
- Acts as Parliamentarian for all Full Board meetings according to Robert's Rules of Order
- Coordinates Full Board election and orientation to board during the first week of September
- Conducts Executive Board elections before the end of March
- Recruits for the Student Org. Standing and Ad Hoc Committees
- Recommends students for appointment to GPSS-Committees
- Communicates on a regular basis with all students serving on committees
- Coordinates feedback and reports on committee actions
- Maintains attendance record of School Social Work caucuses and student groups at all Full Board meetings
- Reports any School Social Work caucuses and student groups in bad standing to the Treasure / Finance Chairperson
- Assists School Social Work caucuses and student groups in the recognition process
- Trains successor in the functions of the Office
- 1.10 Graduation Committee Chair
- Acts as liaison between the USC-Office of Special Events and School of Social Work-Director of Professional Development
- Call Graduation Committee meetings at least once a month
- Chair the Graduation Committee meetings
- Prepare the agenda for meetings of the Graduation Committee
- Monitor the progress of all Committee’s Standing and Ad hoc sub-committees
- Report back to the full board and executive board on status of the Graduation Committees objectives
- Set deadlines for naming school’s graduation speaker, theme, student speaker etc., and generate an annual report of these activities
- Facilitate communications between caucuses and student org. to generate input on plans
- Coordinates closely with the Treasurer /Finance Chairperson in monitoring the use of funds designated for graduation purposes
- Trains successor in the functions of the Office
SECTION 2
POSSIBLE STANDING COMMITTEES
- 2.1 Hamovitch Research Center Advisory Committee
- Charge: Advise the Dean and Faculty Council on policies, personnel issues, resource needs, and developmental opportunities relating to the School’s overall research agenda. Advise the director of the Hamovich Center as needed or requested regarding specific issues arising from the overall operation of the Hamovich Research Center. With the director of the Hamovich Center, periodically report to the faculty and other constituencies on Center activities.
- 2.2 Frances Wu Chair Advisory Committee
- Charge: Advise the Dean regarding issues of importance to the Chinese and Chinese American community, both here in the Los Angeles region and in Asia. Periodically review activities of the Wu Chair in relation to community and university needs. Advise and assist the dean in recruitment of Asian scholars to the School of Social Work, including faculty appointments.
- 2.3 All-School Day Committee
- Charge: With staff and student representatives, select topic for annual All-School Day meeting; plan structure and goals of the event; identify and recruit presenters; select meeting place; engage interest of faculty and students; evaluate outcomes of event.
- 2.4 Committee on Human Rights
- Charge: To increase the School’s capacity to respond to human rights issues in Asia and throughout the world, and to develop the Lee Hee Ho Center in the School of Social Work.
- 2.5 Diversity Committee
- Charge: To review diversity content in current curriculum and advise CPRC on needed changes in specific courses; to review and assist with development of expanded bibliographies for faculty and students use in the area of diversity; to identify methods of continuously promoting an open classroom climate to support diverse perspectives. (Note: Charge subject to revision based on faculty discussion and action.)
- 2.6 Admissions Committee
- Charge: Review admissions files for applicants to the MSW program. Committee will be composed of faculty, field faculty, Ph.D. students, administrators and alumni. Time commitment is from January through May. In addition to reviewing applicant files, follow-up with applicants and references, or conducting applicant interviews may be necessary.
- 2.7 Celebration of the Heart Committee
- Charge: With representatives from the Board of Councilors and alumni, help to select honoree for the annual scholarship dinner, plan program for evening, increase attendance at event, and assist with securing donations for silent auction.
- 2.8 Graduation Committee
- Charge: Assist the Graduation Committee chairperson by sitting on one of the three sub-committees to this committee: 1) Search Sub-Committee for Graduation speaker, 2) Year-End Gala Planning Sub-Committee, and 3) Sub-committee for fundraising.
- 2.9 Trojans in the Community-Committee
- Charge: Assisting the Community Service chairperson in organizing school-sponsored events that promote the school’s outreach to Los Angeles and the larger University.
- 2.10 Orange County Campus Committee
- Charge: Assist the Orange County campus representatives by serving student interests on the Orange County Campus, acts in advisory capacity for Student Org. on all related matters.
- GRADUATE AND PROFESSIONAL STUDENT SENATE (GPSS) STANDING COMMITTEES
- 2.11 Student Life Committee
- Charge: Responsible for monitoring health insurance, day care, aging parent group, housing, recreational/social needs.
- 2.12 Academic Process Committee
- Charge: Will address cross disciplinary equity in screening exam and doctoral exam procedures, dissertation support groups, exam preparation assistance, outside committee member clearing house, job placement (academic and non- academic), assisting undergraduates with graduate school applications.
- 2.13 Elections and Recruitment Committee
- Charge: Responsible for including material in orientation packets for new students, and getting such material to the departmental boxes (or graduate advisors for distribution) for continuing students. This material will include job descriptions for each vacant office as well as a description of each committee
- Also responsible for actively recruiting and encouraging graduate student involvement in both the GPSS committees and departmental organization. Assists department organizations in forming, writing constitutions, informing them as to GPSS resources, etc. Also, oversees recall elections if needed.
- 2.14 Graduate Programming Committee
- Charge: Ensure that graduate and professional programming is taking place on both campuses. Also will act in an advisory capacity for graduates putting on conferences, symposia, social events.
- 2.15 Finance Committee
- Charge: The Finance Committee will consist of two or three people (excluding the Finance Chair). The Committee is charged with keeping the books, maintaining statistics on GPSS spending and preparing the Annual Report. Fundraising and development activities on the part of GPSS- recognized graduate and professional student organizations will be reported to the Finance Committee.
- 2.16 International Scholars Committee
- Charge: In cooperation with the Office of International Students and Scholars, committee will offer recommendations to enhance all aspects of the academic experience for international students. The committee will also act in an advisory capacity for GPSS on related matters.
- 2.17 Public Relations committee
- Charge: Purpose of the GPSS page in the Daily Trojan is to be an information source for the graduate student community, to enhance interdisciplinary and intra-campus communication about the activities of GPSS and to present university policies and programs affecting them.
- One member of the PR staff attends the Executive Board meetings and reports on the Board activities in the Daily Trojan. One member of the PR staff will be a liaison to the Office of Financial Aid and research and report on outside funding available to graduate and professional students. The DT page will also include a calendar of events of interest to graduate and professional students as well as activities of the various standing and ad-hoc committees.
- 2.18 Judiciary Committee
- Charge: Interprets Constitution, Full Board By-laws, election procedures, or other rules and regulations including constitutionality of legislation.
SECTION 3
STUDENT ORG. FINANCES
- 3.1 Funding
- Student Org. will be funded from the GPSS-Graduate Programming Fee collected from graduate and professional students.
- 3.2 Accounts:
- Caucus/Organizational
- A percentage of the funds received from GPSS will be distributed to school-based caucuses/student organizations on the University Park and Orange County Campuses
- Graduation
- An account will be established to assist in underwriting the cost for the school of social work graduation; the executive board will determine on how these funds are dispersed.
- Administrative
- An account for funds set aside for the operations of Student Org. Expenses include those of all standing and ad-hoc committees working under the Student Org. umbrella, sub accounts to be determined by the Treasurer / Finance Chairperson.
- The School of Social Work-Office of the Dean will Fund the Following:
- Book Grant
- A $2400.00 book grant is to be awarded to the officers of the Executive Board:
- President / Chair $250 book grant per semester=$500
- Treasurer / Finance Chair $250 book grant per semester=$500
- Secretary / Communications Chair $100 book grant per semester=$200
- GPSS Representative / Public Relations Chair $100 book grant per semester=$200
- Two Orange County Campus Representatives $100 book grant per semester=$400
- Community Service Chair $100 book grant per semester=$200
- Elections & Recruitment Chair $100 book grant per semester=$200
- Graduation Committee Chair $100 book grant per semester=$200
- Total=$2400
SECTION 4
ATTENDANCE POLICY
- 4.1 Full Board Member Obligation
- The Executive Board is empowered to withhold the funds of recognized caucuses and organizations that fail to attend two Full Board meetings. If an organization fails to attend a second (or more) Full Board meeting in a given academic year, their funds will be withheld until such organization attends a Full Board meeting.
- The Elections & Recruitment Chair shall issue a warning to any organization that misses a Full Board meeting, stating that their funds shall be withheld if they miss a second Full Board meeting.
- Full Board representatives must designate a proxy to attend Full Board and committee meetings in the event the regular representative(s) is unable to attend.
SECTION 5
FULL BOARD DUTIES AND RESPONSIBILITIES
- 5.1 Full Board Duties and Responsibilities
- Each caucus and student group representative to Student Org. is obliged to undertake the following duties and responsibilities:
- Attend all Full Board meetings
- Obtain an electronic mail address from university computing services
- Disseminate with due diligence all communications between Student Org. and your caucus or student group
- Act as a liaison between your caucus or student group and Student Org.
- Make sure you actively pursue the interests of your caucus or student group
- Know your constituents and be accessible to them
- Know the Student Org. Constitution and Bylaws
- 5.2 Addition
- In addition to the aforementioned obligations, each Full Board Member is required to adhere closely to section 3.1 of the Student Org. Constitution.
